Step 1: Prepare Documents:
  • Submit an application for exchanging the driver’s license (according to the form in Appendix 20 attached to the Circular).
  • A translated copy of the foreign driver’s license into Vietnamese, certified by a notary public or the Embassy/Consulate in Vietnam.
  • A copy of the passport and diplomatic or official ID card, residence card, stay card, temporary residence card, permanent residence card, or other documents verifying long-term residency in Vietnam.
  • A health check certificate

Step 2: Submit documents:

  • Submit the documents at the Vietnam Road Administration or the Department of Transportation, depending on the place of residence or long-term stay.
  • Take a photo directly at the driver’s license issuing authority and present the original documents for verification.

Step 3: Document verification:

  • The Vietnam Road Administration or the Department of Transportation will verify the documents upon receipt.
  • If the documents do not meet the requirements, a notification will be sent to supplement or amend them within 2 working days.
